- What does "PAS" refer to?
- "PAS" is an acronym meaning "Personal Attendant Services" and is used commonly to refer to the program.
- What is a "consumer"?
- The term "consumer" refers to a participant in the PAS program, or an individual receiving PAS services. The consumer is the legal employer of attendants in the PAS program.
- What is a "provider"?
- The term "provider" refers to the agency or organization that manages your PAS services. JEVS is a "PAS Provider" in Delaware.
- Does JEVS keep a list of attendants that I can choose to interview?
- Yes. JEVS keeps an updated referral list of individuals in each of the three counties who have completed the appropriate forms to be a Personal Care Attendant.
- Can JEVS interview the attendant for me?
- No. The consumer is the employer and as such makes the decision to hire and/or fire, not JEVS. However, at your request, our staff can be present during your interview to provide you with assistance.
- Can I choose to hire someone JEVS has not referred to me (a self-chosen applicant)?
- Yes. You have the freedom to recruit and hire anyone of your choosing. When hiring an attendant you must ensure that all the necessary application forms are accurately completed and submitted to JEVS as soon as possible for processing.
- What kind of background checks does JEVS obtain on attendant applicants?
- JEVS routinely obtains a countywide criminal background check and a DE Adult Abuse Registry check on all attendant applicants. A statewide criminal background check can be obtained at the consumer's request.
- How does the payroll process work for a new attendant?
If you requested that JEVS refer an individual to you, the paperwork was already processed before the referral and the attendant can be hired immediately.
If the attendant is someone you recruited, the application is generally processed within 1-3 days after it has been received. Delays result when the application has missing or incorrectly completed documents.
- Can I hire an attendant on an emergency basis?
- Yes. When you decide to hire an attendant on an emergency basis, this means that a criminal background check has not been done and an application has not been completed. Please note that an emergency hire cannot last longer than a week. Your attendant must complete and submit the following paperwork to JEVS in order to be placed on payroll: a W-4 form, an I-9 form and accompanying identification.
- What should I do if I am hospitalized or want to take a vacation?
- You should notify JEVS staff immediately of these circumstances and your DSAAPD case manager.
- What is a "pay period"?
- A pay period is a two-week period beginning on a Wednesday and ending on a Tuesday. Attendants are paid biweekly according to the pay period schedule given to consumers by JEVS staff.
- What should I do if I need to change my attendant's hours?
- Your attendant's schedule can vary within any two week pay period depending on your needs as long as his/her total hours for the two week pay period are not more than the approved hours given by DSAAPD. Under no circumstances can your attendant be paid for more than the total number of approved hours in any two-week pay period.
- What can I do if my level of need in the PAS program changes?
- You should notify your DSAAPD case manager. Only DSAAPD can make changes to your Individual Service Plan, not JEVS.
- How can someone I know apply for enrollment in the PAS program?
- Questions regarding enrollment and eligibility should be directed to the DSAAPD case manager. DSAAPD staff determines program eligibility.
- Is JEVS responsible for paying bank fees such as costs for checks, overdraft fees and on-line transaction fees?
- No. These fees are the consumer's responsibility because the program checking account is in the consumer's name. All bank costs and fees are to be refunded by the consumer. ATM cards and debit cards associated with the account should not be used in order to avoid accidental withdrawals and overdrafts.
- Is JEVS responsible for paying tax penalties and interest?
- No. Penalties and interest incurred by the consumer for late or inaccurate filing are his/her responsibility. JEVS is a PAS program fiscal manager, the duties of which include instructing and assisting the consumer in paying all federal and state employment taxes timely and in full.
